Deputy Chief Riddick was hired by the Waterbury Police Department in 1994.  In January of the year 2000, he was promoted to the rank of Sergeant and assigned as a supervisor in the Patrol Division.  In May 2004 he was promoted to Lieutenant and was reassigned to the Internal Affairs Division.  On July 14, 2006 he was promoted to the rank of Captain and he served as the evening shift commander in the Patrol Division. 


Deputy Chief Riddick has earned a Bachelor’s Degree in Political Science from Tufts University in Massachusetts.  He also attended Rutgers Law School in Newark, New Jersey.  He has successfully completed training classes in Management Administration, Internal Affairs investigation and SWAT Command.  He is a graduate of the FBI-LEEDA Command Institute.  Deputy Chief Riddick is the commander of the department’s Emergency Response Team (SWAT) and an instructor for the Waterbury Police Academy.  He is a former three-term Executive Board member of the Waterbury Police Union and currently serves as an Executive Board member of the Waterbury Guardians as well as a member of the Board of Directors for the Waterbury Police Activity League.  A life long resident of Waterbury, he also serves as a Deacon and the President of the Men’s Department of his church.Â

Fernando C. Spagnolo joined the Waterbury Police Department in July of 1992. During his tenure he has served in the Patrol Division, Motorcycle Unit, Tactical Narcotics Team, Vice and Intelligence Division, Extra Duty and Licensing and as Aide to the Police Chief. He also has participated in several projects and investigations with both the State and Federal Departments of Homeland Security.

In February of 1998 he was promoted to Detective. In July 2003 he was promoted to Sergeant. He was then assigned to the Chief’s Office as liaison to the State and Federal Departments of Homeland Security. In May 2006 he was assigned as OIC of the Extra Duty and Licensing Division. In March of 2007 he was promoted to the rank of Lieutenant and reassigned as the Aide to the Chief of Police.

He has attended Saint Joseph’s College Portland Maine where he concentrated his studies in Criminal Justice and Psychology. He is currently enrolled in Charter Oak State College pursing a degree in Criminal Justice. He has attended numerous training courses throughout the country in the areas of Terrorism and Critical Infrastructure Assessment. He is recognized by the court as an expert witness on the topics of narcotics and illicit drugs. He is certified by the State of Connecticut Police Officer Standards and Training Council as an instructor in the areas of anti terrorism training and crimes motivated by bigotry and bias as well as certified by New Mexico Tech as an instructor in the areas of incident response to terrorist bombings and prevention of suicide bombings. In 1994 and 1996 he was honored with Excellent Police Duty medals. Fernando currently serves as Secretary of the Police Activity League of Waterbury Inc.
